Shenzhen–Hong Kong–Guangzhou, Tokyo–Yokohama, San Jose–San Francisco, Beijing, and Seoul top WIPO's 2026 ranking of innovation clusters.
WIPO identifies innovation clusters as metropolitan areas with the densest concentrations of innovative activity. The Global Innovation Index ranks the top 100 clusters on three measures: PCT patent applications, counted by inventor address; scientific articles, counted by author affiliation; and venture capital deals, counted by the funded company's location. China hosts 25 of the top 100 clusters. The United States hosts 20.
Insights from the Report
- San Jose–San Francisco and Cambridge (UK) lead on intensity, meaning innovative activity relative to population, followed by Ningde, Boston–Cambridge, and Oxford.
- Ningde, a city in China's Fujian province, rose 24 places to 75th, the year's largest climb. WIPO attributes Ningde's third-place intensity ranking to the dominant patent activity of one company, battery maker CATL.
- Beyond China and India, six middle-income economies host top-100 clusters: Brazil, Egypt, Iran, Malaysia, Mexico, and Turkey.
Practice Tips: Managing Cross-Border Inventions
- Foreign filing rules ignore corporate headquarters: WIPO's patent count ignores applicant headquarters. Foreign filing rules also ignore headquarters and follow place of invention or, in India, residence. An invention made in the United States needs a USPTO foreign filing license before filing abroad, including a PCT application filed with a non-U.S. receiving office, unless a U.S. application has been on file six months and is not under a secrecy order. Filing a U.S.-made invention abroad without a license can bar a U.S. patent. China requires a confidentiality examination before foreign filing on an invention or utility model completed in China, and a violation bars a Chinese patent. India requires residents to obtain a permit before filing abroad, unless an Indian application was filed at least six weeks earlier and no secrecy direction issued.
- Distributed teams trigger multiple compliance regimes: An AI team split across San Jose, Shenzhen, and Bangalore can trigger all three foreign filing regimes for the same invention. Record where each inventor's contribution was made, and obtain any required clearance before the first foreign or PCT filing.
Looking Ahead
The cluster map keeps widening. Chengdu entered the top 20 in 2026, and Riyadh entered the top 100 for the first time. As AI development spreads, more inventions will come from teams with inventors in several countries, making foreign filing clearance a more relevant step in invention intake.
